Digital technologies are spreading rapidly, but digital dividends the broader benefits of faster growth, more jobs, and better services are not. If 40 percent of wage earners in Somalia can receive their pay through mobile phones, why can't the rest of us? If eight million entrepreneurs in China, a third of them women, can use an e-commerce platform to export goods to 120 countries, why can't [200] million entrepreneurs worldwide do the same? And if India can provide unique digital identification to a billion people in five years and save billions of dollars in reduced corruption by doing so, why can't all developing countries replicate its success? Indeed, what s holding countries back from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world s people are still offline and can't participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies are offset by growing risks. Startups can disrupt incumbent firms, but not when vested interests and regulatory uncertainty hold back competition. Employment opportunities may be greater, but not when the labour market is polarized. The internet can be a platform for universal empowerment, but not if it is used as a tool of state control. Although the digital revolution has forged ahead, its analog complements the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens have failed to keep pace. And when analog complements to digital investments are absent, the development impact will often be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current ICT strategies. They should create an environment for technology to deliver the largest benefits. In short, they should build a strong analog foundation to deliver more prodigious digital dividends in faster growth, more jobs, and better services., The internet has spread rapidly. Development has not. But there are instances where technology can be transformational. A digital identification system such as India's Aadhar overcomes complex information problems to promote the inclusion of disadvantaged groups. Alibaba's business-to-business e-commerce platform reduces coordination costs to boost efficiency in China's economy. The M-Pesa digital payment platform exploits scale economies from automation to bring innovations to Kenya's economy. The full transformative potential of the internet, however, remains largely unrealized in most developing countries. The World Development Report 2016 explores why. It analyzes the internet's impact on economic growth, on social and economic opportunity, and on the efficiency of public service delivery. It explores the factors that have allowed some businesses, people, and governments to benefit greatly from the internet--and others not. For the internet to have greater impact everywhere and on everyone requires simultaneous investment in technology and its complements. The unfinished task of making the internet universally accessible and affordable remains an urgent policy priority. It also requires improving the "analog" complements to digital investments--by strengthening regulations that ensure competition among businesses, by adapting workers' skills to the demands of the new economy, and by ensuring that institutions are accountable. These measures involve policy reforms in the information and communication technology sector, in complementary sectors at the national level, and strengthening cooperation on the governance and use of the internet at the global level.

Few appreciate how rapidly the Ford small block Fairlane V8 engines evolved from passenger car engines to highly successful racing engines. Initially, in May 1960, a team of nine engineers, lead by George Stirrat, designed a lightweight, all cast-iron, compact, reliable and durable power-plant for passenger cars, but following its introduction in July 1961, Ford's engineers quickly realised its potential benefits if modified for racing applications. Within three months, the capacity had been increased from 221ci to 260ci, and by early 1962 Carroll Shelby had fitted a High Performance 260ci version in his AC Cobra. Subsequently, the original design team began work on a second capacity increase, to achieve a High Performance 289ci unit and within three months the standard 289ci became available. Carroll Shelby went on to win the 1965 World Sports Car Championship using a HP-289ci. Aluminium block and cylinder head pushrod versions, designed in late 1962, had been constructed by early 1963, in preparation for that year's Indianapolis 500, and the DOHC four-valve per cylinder 255ci raced in the 1964 and 1965 Indy 500, winning the latter outright. The 302ci replaced the 289ci for the 1968 car model year and, at Le Mans in 1968 and 1969, GT40 cars won outright using this variant of the small block. In 1965, 1966 and 1967, HP-289ci-powered Mustangs won the SCCA B-Production Championship and 1966 and 1967 Trans-Am Championships. A Bud Moore Engineering Boss 302 Mustang won the 1970 Trans-Am Championship.
